The Penalty Punishment Law was enacted in 2010 with the aim of reducing the prison population and based on the policy of Punishment. In addition to commuting prison sentences, the law introduced changes such as abolishing corporal punishment, increasing fines, expanding the scope of alternative punishments, pardonable offenses, and other institutions. It also established concessions such as suspended sentences, a semi-freedom system, and freedom under electronic monitoring systems, and alternatives to imprisonment, rules on multiple and repetition sentences, complementary penalties, and the jurisdiction of courts. However, regardless of these innovations, the harm to civil society is significant. These innovations include decriminalizing the attempt of certain crimes, setting the same penalty for serious and minor crimes, and considering some crimes that disturb public order and security as pardonable offenses, requiring the swift and urgent intervention of the judiciary and security authorities. I asked him, and he did. The question this research seeks to answer is to what extent the aforementioned law has succeeded in reducing the number of prisoners and fulfilling its mission towards society.
