Discovering and exposing a crime has many negative and destructive effects on the general public. As news of a crime increases, sensitivity and reaction to it will diminish over time, and after a short period of time, its commission will seem normal. This situation, that is, reducing the ugliness of the crime, is the most horrific phenomenon that can destroy the security and order of society. God Almighty says in this regard in verse 19 of Surat An-Nur: “Indeed, those who like that immorality should be spread among those who have believed will have a painful punishment in this world and the Hereafter. And God knows, while you do not know.” Therefore, concealing crimes and preventing the exposure of ugliness is a strict requirement in religious teachings, emphasized in numerous verses and hadiths. The manifestations of these religious and moral issues in the field of substantive and formal criminal laws can be explored in the discussion of "crimes against chastity." Furthermore, judicial authorities are obligated, in order to cover up crimes against chastity, not to investigate the discovery of the crime. The criminal himself is encouraged not to confess to the crime, and witnesses are encouraged and instructed not to testify.
