المستخلص

إنّ من أبرز المشكلات التي تواجه معظم الدول في عصرنا الحاضر ارتفاع معدلات الجريمة فيها، فالجريمة والانحرافات الاجتماعية تُعدّ من أعقد القضايا التي تواجه الإنسان في المجتمعات المعاصرة، ومن آثارها السلبية البالغة إلحاق الضرر والخسارة المادية والمعنوية الهائلة، فضلًا عن تدني مستوى الأمن بين أفراد المجتمع، ومهما يكن من أمر، فإنّ وقوع الجريمة يترتب عليه تكاليف متنوّعة ومتعددة الأوجه؛ ويهدف هذا البحث إلى تحليل أنواع تكاليف الجريمة على مستوياتها المختلفة، مع السعي إلى تقديم حلول وآليات لتقدير هذه التكاليف وتثمينها بالعملة المتداولة، ومع ذلك فإنّ تقدير تكاليف الجريمة ضمن نطاق مكاني وزماني محدد باستخدام الإحصاءات والمعلومات والبيانات، وتوظيف النتائج المستخلصة في صياغة سياسة جنائية فعّالة، والاستفادة من الجوانب الأخرى لهذا الموضوع، تمثّل الخطوات اللاحقة في هذا السياق.
وتعتمد منهجية هذا البحث - وفقًا للغالبية العظمى من الأبحاث في مجال القانون الجنائي - على الطابع التطبيقي من حيث الهدف، وعلى الوصف التحليلي من حيث أسلوب التنفيذ، فيما تتمثّل أدوات جمع المعلومات والبيانات في الدراسات الوثائقية والمكتبية.
إنّ تقدير تكاليف الجريمة ضمن إطار مكاني وزماني محدد باستخدام الإحصاءات والبيانات وتطبيق النتائج المستمدة في صياغة سياسة جنائية فعالة واستثمار وظائفها الأخرى أمرٌ ممكن التحقيق. ومن جهة أخرى تُعدّ تكاليف الجريمة موضوعًا أساسيًّا يمكن أن يقدّم وظائف متعددة في مختلف فروع العلوم الجنائية، وذلك في سبيل الوقاية من الجريمة.

One of the most prominent problems facing most countries today is the high crime rates. Crime and social deviations are among the most complex issues facing humanity in contemporary societies. Their profound negative effects include enormous material and moral damage and loss, as well as a decline in security among members of society. Whatever the case, the occurrence of crime entails diverse and multifaceted costs. This research aims to analyze the types of crime costs at different levels, while seeking to provide solutions and mechanisms for estimating these costs and valuing them in circulating currency. However, estimating the costs of crime within a specific spatial and temporal scope using statistics, information, and data, and employing the results obtained to formulate effective criminal policy, while leveraging other aspects of this topic, represent the next steps in this context. The methodology of this research—in line with the vast majority of research in the field of criminal law—is based on an applied approach in terms of its objective and an analytical description in terms of its implementation method. The tools for collecting information and data are documentary and library studies.
Estimating the costs of crime within a specific spatial and temporal framework using statistics and data, and applying the results obtained to formulate an effective criminal policy and exploit its other functions, is feasible. Furthermore, the costs of crime are a fundamental topic that can serve multiple functions in various branches of criminal science, particularly in the field of crime prevention.
